We now know so much more about how a house performs.  The typical house is currently performing ~60%.  That is like buying 10 gallons of gas and pumping  6 into the tank and pumping 4 onto the ground.  We all scoff at the idea of that, but we do it every day with the BTUs (load) that we consume to run our home.  The implementation of the blower test and thermal imaging has revolutionized house design.  The thermal imaging shows where most of the BTUs are lost.  We know how to minimize the energy transfer from inside to outside or vise versa.  We are able to reduce the thermal bridging and air movement at the thermal envelop.  Green built is more than cutting down on utility bills.  It is also building with more sustainable materials, improving indoor environmental quality, water conservation, reducing the waist material, increasing the recycled material and decreasing a home's environmental impact .
Only draw back is cost.  The initial cost is more.  You can not get a Cadillac for the price of a Yugo.

What has the lowest R value (measure of the thermal resistivity of a substrate) in the wall section? "weakest link in the chain"

Window.  Did you know that a window with a U  factor (measure of the thermal resistivity of the glass) of 0.35 = R value of 2.7
